Training Organisations have numerous obligations after becoming registered, including annual declarations, AVETMISS reporting, and marketing compliance. Among these tasks, validating assessments often stands out. While we've discussed validation in many discussions, let's revisit the fundamental principles. ASQA (Australian Skills Quality Authority) describes assessment validation as quality assurance of the evaluation process.

Fundamentally, validation of assessments is focused on identifying which parts of an RTO’s assessment methods are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The standards specify two forms of validation. The primary type of assessment review checks conformity with the requirements of the training package within your organisation's scope. The subsequent validation ensures that assessments follow the principles of assessment and Rules of Evidence. This suggests that validation is carried out pre- and post-assessment. - Assessment Tool Validation: Also known as pre-assessment validation or verification, involves the primary part of the rule, aimed at compliance with all unit requirements.
- Post-Assessment Validation: Deals with the implementation, confirming that RTO assessments follow the Principles of Assessment and Rules of Evidence.

Timing for Assessment Tool Validation

The purpose of validating assessment tools is to verify that all elements, performance criteria, and evidence of performance and knowledge are addressed by your evaluation tools. Therefore, whenever you purchase new learning resources, you must perform validation of assessment tools before allowing students to use them. There's no need to wait for your next 5-year cycle validation schedule. Check new materials as soon as possible to confirm they are suitable for student use.

Nevertheless, this isn't the only reason to perform this type of validation. Do assessment tool validation also when you:

- Update your resources
- Expand with new training products on scope
- Examine your course with training product updates
- Detect your learning resources as a risk during your risk assessment

The Australian Skills Quality Authority employs a risk-based approach for regulating RTOs and expects regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Keep in mind that this validation guarantees adherence of all educational resources before use. All RTOs must validate resources for each subject unit.

Resources Needed to Start Assessment Tool Validation

To validate your evaluation tools, you will need the complete set of your educational resources:

- Mapping Document: The first document to review. It shows which assessment items meet unit requirements, helping with faster validation.
- Learner Workbook: Ensure it is suitable as an assessment tool during validation. Check if directions are clear and input fields are sufficient. This is a common issue.
- Marking Guide: Also ensure if guidelines for assessors are sufficient and if clear criteria for each assessment task are provided. Clear standards are crucial for reliable assessment results.
- Other Related Resources: These may include checklists, logs, and forms created separately from the learner workbook and marking guide. Validate these to ensure they suit the assessment activity and comply with course unit requirements.

Panel for Validation

Standard 1.11 specifies the requirements for validation panel members. It states assessment validation can be performed by one or more people. However, RTOs usually ask all trainers and assessors to participate, sometimes including field experts.

Collectively, your panel must have:

- Workplace Competencies and Current Industry Skills relevant to the unit being validated.
- Updated Knowledge and Skills in Vocational Education.
- Either of the following credentials for training and assessment:
- Certificate IV in Training and Assessment TAE40116 or its successor.

Assessment Principles

- Equity: Does the assessment process offer equal opportunity and access to everyone?
- Adaptability: Is the assessment adaptable to different needs and preferences of candidates?
- Accuracy: Does the assessment evaluate what it is intended to evaluate?

Rules of Evidence

Important Factors in Assessment Validation

Pay attention to the tasks in the unit specifications and ensure they are addressed by the assessment task. For example, in the unit CHCECE032 Caring for Babies and Toddlers, one performance evidence requirement asks students to:

- Change nappies
- Prepare bottles, bottle feed babies and clean equipment
- Feed babies with solid food
- React suitably to baby signals and cues
- Prepare and settle babies for sleep
- Supervise and support age-appropriate physical activities and motor development

Typical Mistakes

Having students describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the unit requirement is meant to assess underpinning knowledge (i.e., knowledge-based evidence), students should be carrying out the tasks.

Watch Out for the Plurals!

Pay attention to the numbers. In our example, one of the unit requirements of CHCECE032 Baby and Toddler Care demands the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby is not sufficient.

Full Competence or Not Competent

Pay attention to lists. As mentioned earlier, if students do not complete all the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent, and the assessment tool is not compliant.

Be Specific!

Each evaluation task must have clear and specific standard answers to guide the assessor’s evaluation on the student’s competence. Therefore, it’s crucial that your guidelines do not confuse students or trainers.

Avoid Double-Barrelled Questions

Not using double-barrelled questions makes it simpler for students to respond and for trainers to accurately assess student competence.

Assurance During Audits

Considering these requirements, you might wonder, “Don't resource developers provide audit guarantees?” However, with these assurances, you must wait for an audit before they help rectify noncompliance. This impacts your compliance record, so it's better to take a safe and compliant approach.

By following these guidelines and understanding the assessment principles and evidence rules, you can ensure that your assessment tools are valid with the requirements set by ASQA and the SRTOs 2015.
